The Operational Challenge

The programme needed a genuinely complex application form: multiple pages, questions that appear or hide depending on earlier answers, and secure, single-use links so each applicant organisation completes its own form.

The hosted form builders didn’t fit. The ones capable of a form this complex either charged to build it or paywalled the exact features it needed — multi-step paging and expiring, single-use access links — behind a pro subscription. For a form that would be used every year, that meant paying a recurring fee, forever, to a third party, with the data living on someone else’s platform.

Systems Blueprint

The form’s structure was already defined in a source spreadsheet, so the sensible approach was to treat that spreadsheet as the single source of truth and generate the form from it, rather than rebuilding it by hand in a form builder.

The blueprint separated three concerns cleanly: a generator that turns the spreadsheet into a form definition, a renderer that displays any such definition with its paging and conditional logic, and storage that keeps submissions completely separate from the form definition — so the form can be updated without ever putting existing responses at risk. All of it running on the organisation’s own WordPress, with no external dependency.

The Built Solution

A self-contained WordPress plugin that renders a JSON-defined, multi-page form with nested show/hide logic, dropped onto any page with a single shortcode. It includes:

• Spreadsheet-to-form generation — the form is authored in Excel and converted to the definition the plugin renders, so non-developers control the questions.
• Secure applicant links — expiring and/or single-use tokens, created and revoked from the WordPress admin, with fields pre-filled from each link.
• Save and resume — applicants can return to a part-completed form.
• Admin review and export — a submissions screen plus CSV and Excel export, including per-application award levels.

Submissions are stored in their own tables, so re-uploading an updated form never touches previously collected responses.

Business Outcome

The programme got the complex, secure application form it needed, running on its own WordPress with no recurring subscription and no applicant data on a third-party platform. What would have been an ongoing annual cost became a one-off build the organisation owns outright — a clear example of using bespoke software to remove a recurring expense rather than accept it.
